Prohibited Items and Activities Policy

Effective date: [August 15, 2026.

This policy applies to everyone listing or selling on the Surplus-GY platform. It exists to keep the marketplace lawful and safe to buy from. Where something is not listed here but is unlawful in Guyana, it is prohibited.

 

1. Prohibited Items

The following may not be listed or sold on Surplus-GY:

• Illegal substances: drugs classified as illegal under Guyanese law, and under Caricom, EU or US law, including cocaine, heroin and methamphetamine, together with unlicensed or prescription-only pharmaceuticals.
• Weapons: firearms, ammunition, explosives and related accessories, unless expressly permitted by Guyanese law and sold with the proper licence.
• Counterfeit goods: products that infringe trade marks, copyright or other intellectual property rights, such as fake designer clothing or pirated software.
• Human or animal parts: body parts, organs or fluids, and items made from endangered species or restricted under the Convention on International Trade in Endangered Species (CITES).
• Hazardous materials: toxic substances, radioactive materials, and other items regulated under Guyanese law, the EU REACH regulation or the US Hazardous Materials Regulations.
• Adult content: pornographic and sexually explicit material.
• Stolen property: items obtained unlawfully or without the owner’s authorisation.
• Restricted agricultural products: seeds, plants or food items that breach import or export restrictions or food safety standards in Guyana, Caricom, the EU or the US.
• Surveillance and security-bypass devices: equipment designed to intercept communications, or to defeat locks, alarms or security systems, without lawful authorisation.
• Recalled products: any item subject to a manufacturer or government recall, or that presents a known safety risk.
• Government and emergency service items: police, military or emergency service uniforms, badges, identification documents and equipment.
• Personal documents: passports, identity cards, licences, certificates and similar documents, whether genuine or forged.
• Live animals.
• Currency, financial instruments and lottery tickets.

 

2. Prohibited Activities

The following are prohibited on Surplus-GY:

• Fraudulent transactions: using stolen payment methods, misrepresenting products or manipulating prices.
• Money laundering: concealing the origin of unlawfully obtained funds through transactions on the platform.
• Harassment or abuse: threatening messages, spam or discriminatory behaviour towards other users, our delivery partners or our staff.
• Sale of personal data: listing or selling personally identifiable information without consent or lawful authorisation.
• Terrorism financing: activity supporting or funding terrorist organisations.
• Unlicensed financial services: offering loans, insurance or other financial services without the appropriate licence.
• Hate speech and discrimination: content or products that incite violence or discrimination on the basis of race, religion, gender or any other protected characteristic.
• Impersonation: creating accounts that impersonate another person or organisation.
• Phishing and malware: sharing links or files designed to steal information or damage devices.
• Taking transactions off the platform: using listings or messages to arrange a sale outside Surplus-GY in order to avoid fees or buyer protections.
• Manipulating reviews: posting, buying or arranging false reviews or ratings, for your own shop or against another.

 

3. Enforcement

• Breaching this policy will result in removal of the offending listing or content, and may result in suspension or closure of your account.
• We may withhold funds relating to a transaction that breaches this policy.
• Surplus-GY may report breaches to the police, to customs or to any other relevant authority, and will do so where the law requires it.
• Where a listing is removed, we will tell you why.

 

4. Appeals

If you believe a listing was removed or an account restricted in error, you may appeal by contacting us with the listing details and any supporting evidence. We aim to respond within 1 working day.
